Achievement Gaps Over Time: State-by-State 4th Grade Reading Scale Scores, 1998-2002 Where are achievement gaps narrowing? The following tables show by how many points the gap between African American and White students and Latino and White students narrowed or grew on the National Assessment of Educational Progress between 1998 and 2002. The tables only include those states that participated in both years and had enough members of each student group in the testing sample. Keep in mind that you want to see gaps shrinking, therefore a negative number in the change column is a good thing. | State | African American-White Gap 1998 | African American-White Gap 2002 | Change in Gap 1998-2002 | | State | Latino-White Gap 1998 | Latino-White Gap 2002 | Change in Gap 1998-2002 | | Iowa | 31 | 18 | -13 | | Delaware | 42 | 21 | -21 | | Minnesota | 40 | 27 | -13 | | District of Columbia | 74 | 55 | -19 | | District of Columbia | 72 | 60 | -12 | | Rhode Island | 48 | 32 | -17 | | West V West Virginia | 23 | 13 | -10 | | Oregon | 39 | 24 | -15 | | Kansas | 30 | 20 | -9 | | New York | 40 | 30 | -9 | | Texas | 39 | 30 | -9 | | Virginia | 18 | 9 | -9 | | Louisiana | 38 | 30 | -9 | | Connecticut | 41 | 33 | -8 | | Rhode Island | 34 | 26 | -8 | | Utah | 29 | 23 | -6 | | Nevada | 30 | 22 | -8 | | New Mexico | 27 | 21 | -6 | | Arizona | 28 | 21 | -6 | | Texas | 30 | 24 | -6 | | Delaware | 30 | 24 | -6 | | California | 35 | 31 | -5 | | Oregon | 25 | 20 | -5 | | Kansas ** | 25 | 21 | -4 | | Missouri | 33 | 28 | -5 | | Nation | 31 | 28 | -4 | | Michigan | 36 | 31 | -5 | | Nevada | 25 | 22 | -2 | | New York | 37 | 32 | -5 | | Massachusetts | 34 | 32 | -2 | | California | 31 | 27 | -4 | | Michigan | 22 | 21 | -1 | | Georgia | 30 | 26 | -4 | | Hawaii | 17 | 16 | -1 | | Maryland | 34 | 30 | -4 | | Florida | 20 | 19 | 0 | | Connecticut | 34 | 31 | -3 | | Wyoming | 15 | 17 | 1 | | Washington | 17 | 14 | -3 | | Washington | 22 | 23 | 1 | | South Carolina | 29 | 26 | -3 | | Arizona | 31 | 32 | 2 | | North Carolina | 30 | 27 | | |
