K-16 Councils bring together local K-12, college, business and community leaders to raise the academic achievement of all children, and to close achievement and opportunity gaps between groups.
K-16 Councils pursue these goals by initiating systemic reforms that profoundly change the way local schools and colleges operate and cooperate. Although most K-16 Councils are spearheaded by education leaders, they also provide the opportunity for independent voices – business and community leaders and activists – to be a part of reform design and communications.

National Association of System Heads K-16 California Delegation:
Each year, the National Association of System Heads meet with delegations from around the country to share statewide K-16 vehicles to promote and carry out a coordinated, standards-based education reform strategy. Russlynn Ali and Linda Murray lead the California team who represent K-12 educators, higher education representatives and foundation representatives. The California delegation will strategize effective implementation of the recommendations from State Superintendent Jack O’Connell’s P-16 Council. This year’s meeting will take place in Montana in July.

Ed Trust West’s Linda Murray, along with NASH California Delegates Herb Fischer, Carroll Stevens and Diane Siri, are members of Superintendent Jack O’Connell’s P-16 Council. The Council is a statewide assembly of education, business, and community leaders charged with developing strategies to better coordinate, integrate, and improve education for preschool through college students.
